It's simple in essence, though when you look at the Google Doc it may seem a little complicated.
- Situation Report (Check-in): Members report their situation and activity from around the world.
- Operations Report: What has the group been doing (which at this time is not much).
- Planning Session: We talk about strategic goals and practical results, and update our plan of action.

Why is there so much information in that Google Doc?
We imagine that this group might grow into a large network with lots of people in lots of places doing lots of things. If that's true, then we need an organizational infrastructure to keep track of it all, so that everyone can know at a glance what we're doing.
I have tried to distill the bare essence of methods used by professional emergency responders. It is WAY TOO MUCH for what we are now, but if we grow, it will come in handy.
The central idea is the difference between "strategic" and "practical." "Operations" are strategic, and "Projects" are practical. Operations have "Goals," which are strategic intentions. Projects have "Results," which are practical outcomes. Each Operation has several Projects. Operations are planned in group meetings. Projects are assigned to individuals or groups who take responsibility for doing the work.
At the moment, our "Results" are likely to be informational reports about stuff we want to learn. Someday, we may have Operations in the field, and our Projects will produce tangible benefits for people on the ground. For the moment, we'll see if this organizational structure is helpful, or not, and go from there.
Oh, and...! To demonstrate what the "Result" of a "Project" might look like, I've done some research about the emergency purification of water, and will report to the group (in part 2, "Operations Report").
